On March 28, 2025, the Chief Labour Commissioner (C), New Delhi, issued an order revising the minimum wage rates for the Central sector, effective from April 1, 2025. The updated Variable Dearness Allowance (VDA) has been adjusted in response to the increase in the Average Consumer Price Index Number.
The Ministry of Labour and Employment has revised the VDA rates for workers in various sectors, including Agriculture, Mines, Construction, Loading and Unloading, Sweeping and Cleaning, and Watch and Ward (both Armed and Unarmed), as well as Stone Mines. This adjustment follows the rise in the Average Consumer Price Index for Industrial Workers, which increased from 402.09 to 413.42 as of December 31, 2024 (Base 2016=100), reflecting an 11.33-point rise.
The revised VDA rates will be applicable from April 1, 2025, to September 30, 2025.
Employees Employed in Agriculture
The adjusted Variable Dearness Allowance (VDA) for employees working in Agriculture, based on the increased Consumer Price Index (11.33 points), will be as follows starting from 01 April 2025:
